The one thing to remember is to ask how it is optimized and to whose standards. For example, my optimized themes use elements from several people you have listed, but it should be noted that most of those people actually contradict each other on many SEO notions, they also often contradict themselves as SEO fashions change. For example Courtney Tuttle used to push his keyword sniping SEO technique pretty hard, then despite the fact it still works great but isn’t fashionable has dropped it.

You have designers who differ on just how important each element is in a blog too. Some will tell you the first item past your body tag should be something important in h1 tags. others claim you need to make your blog name and logo the h1, because it is the first important element to be seen. I on the other hand if you look at my free themes make the blogs keyword and page title the most important and first element after the body tags giving very little importance to your blogs name but a high value to the blog description since it gives more important information than the blog name ever could.

To avoid this going on forever I will end it with any Optimized SEO statement needs to come with several disclaimers.
